SIGNED NEW TRANSMISSION SYSTEM OPERATING AGREEMENTS WITH ALL NEIGHBOURING OPERATORS

 

The European Network of Transmission System Operators for Electricity (ENTSO-E) coordinates the transmission system operators' activities in the member states, aiming to ensure the operational security of the interconnected electricity system. For the best use of the benefits from operating in the interconnection, close cooperation between member companies is necessary. Moreover, the strong connection of the synchronously connected power system requires a common understanding of technical and organizational processes and procedures in terms of network control and system operation.

By signing new Transmission System Operating Agreements with all bordering TSOs (EMS - Serbia, ISOBiH - Bosnia and Herzegovina, Terna - Italy, OST - Albania and KOSTT - Kosovo), CGES has ensured compliance with the relevant ENTSO-E standards and defined a number of important issues, thus improved the conditions for the proper functioning of the system in the interconnection and increased operational security.

The content and form of the Transmission System Operating Agreements are prescribed by the Synchronous Area Framework Agreement (SAFA).  By signing the SAFA agreement, together with other TSOs from the continental Europe synchronous zone, CGES has committed itself to complying with the standards prescribed by the ENTSO codes. These standards, in addition to the exchange of all necessary information on systems, setting of equipment and protective devices, relevant disturbances, imply harmonization of the following issues between neighboring transmission system operators:

  • Method of voltage regulation and reactive power flow control;
  • Manner of coordination and outage planning and coordination of execution of works on the system elements ;
  • Method of calculating cross-border transmission capacities;
  • Method of system restoration after disturbances and frequency control during disturbances and
  • Manner of Real-time data exchange and operational staff joint training.
