Project measures:

The “Montenegrin Coast: Lustica region Development” project is considered as second component of the “Regional Program for Energy Efficiency in the Transmission Sector” and comprises the following measures:

(a)      Preparatory:

Elaboration of a detailed Environmental and Social Impact Assessment (ESIA) and associated studies including Stakeholder Engagement, the development of the Environmental and Social Management and Monitoring Plan (ESMMP) and, if required, a Resettlement/Land Acquisition Policy Framework (or Resettlement Action Plan (RAP) for the underground double circuit cable route from Tivat substation to the new Radovici substation.

(b)      Construction of a new 110/35/kV substation in Radovici including procurement of 5 bay gas insulated switchgear (GIS), protection & control cabinets, two power transformers 110/35 kV 40 MVA, 35 kV Metalclad cubicles [1], local SCADA system for 110 kV facility and auxiliary supply system. Together with extension of Tivat 110 kV air insulated switchgear (AIS) by two cable feeder bays and extension of the 110 kV system bus to accommodate the new cable feeder bays.

The scope of works covers also all related civil works such as levelling of terrain, control building, works on SS earthing, foundations of transformer, oil pits, drainages, cable channels, foundations and equipment support in the outside part of the 110/35 kV substation, access roads, fencing, etc.

(c)      Installation of approximately 13,5 km underground double circuit cable from Tivat substation to the new Radovici substation including procurement of 110 kV cable with integrated optical fiber for monitoring (length approx. 27 km or 81 km) with cable joints, terminations and equipment for relinking (transposition) of energy cable, earthing and optical communication cable for links between communication/protection equipment in substations.

The related construction works comprise excavation and backfilling of trench for installation of two 110 kV cable systems with length of about 13,5 km, procurement and installation of protection earthing and of protection concrete panels, fabrication of cable manholes for joints, repair of devastated existing surfaces, etc.

The consulting services component II cover in general the following main tasks:

-         Carrying out social and environmental impact assessment(s) (and optionally geotechnical surveys);

-         Support in the procurement process of the infrastructure to be financed (elaborating preliminary design, preparing the bidding documents, evaluating the bids, awarding of contract, drafting of contract documents and assisting in contract negotiations);

-         Supervision of the entire works to be executed (revision of the detailed design in line with the Montenegrin laws monitoring of a proper implementation / supervision of works according to the contract and Montenegrin laws, including checking and countersigning of invoices by contractor(s) / issuing of the Payment certificates);

-         Reporting to CGES and KfW.

The objective of the Consultant’s assignment is to provide expertise of engineering, design and project management services to the project executing agency (PEA) to ensure delivery of the project. The consulting services to be rendered for component II are split into three (3) separate stages. Stage A comprises the elaboration of the EISA, Stage B the preliminary design and the assistance for procurement of goods and services and Stage C consists of the supervision of elaboration of detailed design, construction and respective contracts execution and the supervision of commissioning of the project facilities.

The consultant will fulfil the role of the FIDIC Engineer (acc. to Yellow Book).

The estimated duration of the Consultant’s assignment for preparation and implementation of the above mentioned three Stages A to C is in total 30 months, taking into consideration parallel activities on stages A and B. Stage A (ESIA) is approx. 4 months and Stage B is to be finished within 6 months in order to satisfy the timeline for completion by the end of 2018.

This prequalification for consulting services will be guided by the latest version of the „Guidelines for Assignment of Consultants in Financial Co-operation Projects“ (refer to homepage of KfW Development Bank www.kfw-entwicklungsbank.de). It is foreseen to assign the services to an independent consultant firm with proven experience in design & supervision of construction of similar projects in Montenegro and Southeast Europe. The minimum annual turnover of the lead consultant shall exceed EUR 5 million for the last 3 years.
