This project is the second part of a larger project with the full title “Trans-Balkan Electricity Corridor (I) - Grid Section in Montenegro”. The first part is financed by KfW and EBRD loans, as well as CGES own funds. In the meantime, for the second part Crnogorski Elektroprenosni Sistem - CGES has secured a WBIF CF 1015 MNE ENE: Investment Grant MNE - SER - BIH Power Interconnector upgrade to 400 kV (WBIF Grant). The Employer used portion of these available funds for the payment of the works performed under Lot 1 of subject project. The Lot 1 consisted of two components:

       Component 1: Replacement of High Voltage Equipment in several high voltage substations;

       Component 2: Reconstruction of Protection Relay and Bay Control devices/systems, auxiliary systems and local and remote SCADA integration of several high voltage substations,

which have been successfully realized in March 2023. The Employer will use a portion of the remaining grant funds for the payment of the works to be performed under Lot 2 which is subject of this project and present procurement procedure. The Lot 2 consists of extension of switchyard 400 kV in substation Pljevlja 2, which includes:

       Complete installation works (civil and electrical) for construction of new OHL 400 kV bay +C0, and

       Complete installation works (civil and electrical) for construction of new OHL 400 kV bay +C4.

The Employer now invites sealed applications from eligible Applicants for the reconstruction and modernization/extension of the SS Pljevlja 2 as listed above. The Employer intends to prequalify firms and joint ventures for the invitation for bids for the contract under Lot 2 to be funded from part of the proceeds of the grant.

The Goods to be procured and Works to be executed in accordance with this Lot include, but are not limited to the following: preparation of manufacturer's drawings, detailed design  (in line with Montenegrin law), dismantling of existing equipment and its temporary site storage (disposal), demolition and civil works, manufacturing and procurement of materials and equipment, shop tests, packing, any charges incurred up to delivery , transport, unloading and storage to the sites, insurance and delivery of plant and equipment, erection, assembling and installation of the equipment, temporary site buildings and accommodation, site tests and commissioning, supply of spare parts and special equipment & tools, supply of operating and maintenance manuals, training of Employer’s personnel, overall project management, preparation of maintenance/as-built design (in line with Montenegrin law), obligations during defect notification period and everything necessary to leave the substations’ plants complete and in full working order at the expiration of the Defects notification Period.

Pre-qualification and tendering for the contract is open to firms or joint ventures from all over the world except otherwise it would contradict KfW’s procurement policies and rules set in Guidelines for the Procurement - Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries. Execution of the Works and the Contract Documents itself shall be framed by standard contract conditions: Conditions of Contract for Plant and Design-Build (Yellow Book), as published by the International Federation of Consulting Engineers (FIDIC), using the KfW specific Particular Conditions to the FIDIC Yellow Book.

For the purpose of pre-qualification, Applicants must demonstrate that they substantially satisfy the following minimum requirements set in the Prequalification Documents.

The number of prequalified firms is limited to five (5). If the number of Applicants is exceeding five (5), a choice is made based on the score achieved during the evaluation, where up to five prequalified firms will be invited to submit their bids.

Only firms and joint ventures that have been prequalified under this procedure will be invited to tender. Pre-qualification documents can be obtained electronically in PDF format free of charge upon submission of a written request to the Implementation Consultant’s address below:

This request must be accompanied by a cover letter, clearly stating the name of the company and the country of domicile. The request will be sent electronically only (by e-mail). No liability will be accepted for loss or late delivery. The documents will be dispatched via e-mail.

The procurement process and applications, the evaluation procedure for the pre-qualification and the subsequent selection process will have to be acceptable under the “Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries”, available on KfW’s website[1].

The pre-qualification applications must be duly completed and delivered to the above address, on or before 12th of August, 2024 at 12:00 (noon), local time. The pre-qualification applications shall be delivered through the archive of the Employer, where the time and date of submission will be officially recorded. Applications which are received late will be rejected and returned unopened. In case of any discrepancies between the original and the copies, the information included in the original shall prevail.

The Applicant has to submit the original, two hard copies and two digital copies of the prequalification applications. The original, hard copies and digital copies (digital copy shall include all documents, including scans of original signed letters and declarations) of the application documents shall be submitted to the above address.

No liability can be accepted for any costs or expenses incurred by the Applicants in connection with the preparation or delivery of their applications. For timely submission the arrival of the original is decisive.
